What does TimeoutError mean in Python?
Raised when a system function timed out at the system level. It corresponds to errno ETIMEDOUT. The socket and asyncio pages of the same documentation say that socket.timeout and asyncio.TimeoutError are now aliases of it.

The other side did not answer in time. If that happened while connecting, nothing was sent. If it happened while waiting for a reply, the request may have arrived. For a request that places, changes or cancels an order, the outcome is unknown, not failed.
